The Mayor pointed out that the transfer of the Council's Water Department to the Metropolitan Water and Sewerage Board has caused a lessening of duties in the City Treasurer's and Town Clerk's Departments. The Mayor was of the opinion that the position of Health Officer was a sinecure (and Dansey had failed to detail any duties performed in the role) and although Wilkins and Smithers were 'old servants of the Council', in their absence because of illness (about one third of the time), their duties were satisfactorily performed by other officers.
