The Committee considered the suspension of the Mechanical Engineer, Henry Westcott, and the explanation given by him defending charges of mis-management and recommended that he be severely reprimanded and re-instated. Appended: [1] Further Progress Report of the Finance Sub-Committee on the working of the Corporation after a full enquiry into all matters connected with the Engine House at Botany [15 July 1880, 15 pages]. The report particularly examined: the supply of coal to the Works and the physical and financial arrangements in place with the contractor since 1864 to supply part of the cargo delivered to the Works to George Lord and other residents of the Botany district; the matter of a steam launch engine, Westcott's property, supplied from Mort Dock's Company, claimed to have been worked on at the Works by Corporation employees and with Corporation materials; and the use of Corporation labourers on work at Westcott's residence. [2] Memo from Town Clerk to Mechanical Engineer notifying him that serious irregularities have been found by a Special Committee, suspending him and inviting his explanation. [3] Memo from MA Felton, Examiner of Accounts, to the Town Clerk, re Botany Coal Account 1878-9, using details supplied by Westcott and WM Speer, itemised accounts of deliveries showing deductions for quantities supplied to Speechly/Speechley, Robertson, Berry, Wearne, Fremlin, Lord, Divis [Dives?], S & D, Gedds/Geddes and Fountain. [4] Memo from Westcott to the Mayor defending the charges [18 pages] and including some details of coal delivered to George Lord (ships noted: Nowra, Fanny, Gleaner).
