Francis Bell, City Engineer submits his report on the sewerage and drainage matter finding its way into the Water Reserve. He reports that the stream which drains into the Water Reserve is polluted in the most offensive manner, firstly on the premises of F. Fewing where there are an immense number of pigs and dogs kept. Further up the stream there is the Soap Making establishment of Mr Allen where the drainage is allowed to escape into the Water Reserve.
