[signature on 3 items is "Art" and clerk's note is for Hall Designs. Also has architectural sketch, noted Design "Sides" and' this tower contains 57,172 cubic feet', signed P Rossback] "Art" is obviously a disgruntled entrant to the Town Hall design competition. His detailed letter is that Engineer's report about accuracy and building cost estimates disadvantaged his submitted design (details included foundations etc, and competition rules did not require that which evaluation then overpriced in comparison to others).
