He reports a blockage in the sewer which he believes is due to Council's neglect and demands the immediate clearing of the sewer and compensation for the expense of opening and repairing the drain. The City Engineer advises that the blockage has been cleared and forwards the plumber's account stating that it should be paid by the owner as the problem was in the connecting pipe.
