His claim is based on 1. The rates covered the period the building was being erected, 2. Enhanced properties are a benefit to the City and 3. Rents have fallen and should be reflected in lower rates. He offers £42 plus the £58 already spent on paving in lieu of the full £171/12/0d. Note City Treasurer not recommending and saying neighbouring residents have paid without complaint.
