Send to Seymour. For Mr Seymour's report & suggestions: HJD; With reference to Mr G R Nichol's complaint of a number of goats prowling about Gloucester, Cambridge and Harrington Streets. I have the honor respectfully to report for the information of His Worship the Mayor, that my powers in respect thereof are limited to that of summoning the owners, and in that alone much difficulty is experienced by sheer artfulness of the owners. I have no power to kill or impound.
