Cleansing Department II
Unique IDAG-0001DescriptionOn 4 April 1949, Council resolved to remove the Cleansing Branch from CA 5, City Engineer's Department I, and create a new Cleansing Department. This new Department would commence to function upon the appointment of a "Superintendent of Cleansing". Such a position was filled on 16 May 1949 with the appointment of Mr John P Deppe. As Superintendent of Cleansing, Mr Deppe was given the status of a Head of Department.
The existing organisation of the Cleansing Branch, City Engineer's Department, was to be maintained as the organisation for the new Department for a period of three months. This consisted of the following functions: street cleansing; street machine flushing; parks cleansing; playground and kindergarten cleansing; sundry cleansing (Sydney Harbour Bridge, waste paper containers and street orderly bins, and public stairs);
refuse collection (depot rubbish, trade refuse, City market refuse); gully cleansing; fountain, public monuments and memorials cleansing; conveniences and urinals; and disposal of refuse by controlled tipping and incineration.
In 1984, the functions of the Department included refuse collection and disposal, street cleansing which involves mechanical and manual sweeping and flushing of the roads, removal of graffiti, emptying waste-paper receptacles and clearing the streets of abandoned vehicles. They also have ordinance inspectors who patrol the City area to police the Local Government Act and the Offences in Public Places Act, and impound animals. Troughs and drinking fountains receive regular cleaning and maintenance, as do public conveniences.
The Director of Cleansing at 6 February 1987 was Mr Philip Morris. He was succeeded by Mr Brian Porman.
On 26 July 1991, Council adopted a new management structure composed of four divisions - Finance and Administration, Corporate and Community Services, Planning, and Works. Each of these Divisions was headed by a Divisional Manager. The use of the word "department" was discontinued.
As a result of this change the name of the Department was shortened to Cleansing and it was placed in the Works Division with Brian Porman acting as Works Manager until an appointment was made. The former heads of Departments, including the Director of Cleansing, retained their titles, status, salaries, and employment conditions and responsibilities.
Throughout 1992 and 1993, there was further administrative change in Council. In January 1993 an organisational structure was released in which the Works Division was changed to Operations Division with Brian Porman as Operations Manager. In June and August 1993, further charts were released which showed that Operations had been changed to Urban Services with Brian Porman as Assistant General Manager.
Although this final structure had not been formally approved at the time of writing, it had been operating in effect from 1 January 1993.
