Properties Housing and Works Committee
Unique IDAG-0050DescriptionThe Properties, Housing and Works Committee was one of seven new standing committees created at a Council meeting on 16 September 1985. The Committee had seven members and was chaired by Alderman Jack N Calpis. The Committee absorbed the functions of several special committees and sub-committees. These were special committees created to investigate the Future of the Capitol Theatre, Outdoor eating establishments, Pyrmont Point, Council properties in the Haymarket area, Council's commercial properties, the Corn Exchange Building, Housing allocation policies, the 1984 Flooding of the City, the Tenants'/ Council Consultative Committee, the Council Tenants Union Advisory Committee, as well as CA 49, Works and Housing Committee, and CA 51, Properties and Housing Committee, 1984-1985.
As stated in the Minutes of Council 30 September 1985, the purposes of the Committee were defined as follows:
(1) to consider and recommend on the acquisition and development of any land or building use other than for park purposes;
(2) to direct and investigate the availability of the source of Commonwealth or State Government Grants or Subsidies for housing purposes in conjunction with the Finance Committee;
(3) to direct and investigate all aspects of use of housing co-operatives;
(4) to consider and recommend on property disposals;
(5) to consider and to recommend on all proposals which effect the maximisation of revenue from a property;
(6) to consider and make recommendations on rentals of Council's properties;
(7) to consider the trading and profit and loss accounts for each revenue producing property and to make recommendations based on the analysis thereof;
(8) to recommend the expenditure of a resolved percentage of gross rental income on the maintenance of each revenue producting property - annually; to recommend separately on all proposals to expend more or less than the resolved percentage of gross annual revenue on any property;
(9) to consider the Insurance Register and to recommend type and scope of insurances necessary in respect of all Council properties;
(10) to consider and to recommend on tenders and quotations received for matters coming within the scope of the Committee;
(11) to consider, recommend, oversee and monitor engineering works, including building construction;
(12) to consider and recommend on the acquisition and development of any land or building for use for road or construction purposes;
(13) to direct and investigate the availability of the source of Commonwealth or State Government Grants or subsidies for road purposes in conjuction with the Finance Committee;
(14) to oversee, review and recommend on all matter concerning the control and management of Council's transport, including motor vehicles and associated facilities;
(15) to oversee, review and recommend on all matters concerning Council's parking facilities and the use of Moore Park as a parking area;
(16) to consider and recommend on fees charged for all parking facilities, including Moore Park;
(17) to consider and recommend on the quality of management and services of Council's parking facilities, including the Moore Park Parking Area;
(18) to consider and recommend on tenders and quotations received for matters coming within the scope of the Committee;
(19) to consider and recommend on matters relating to the operation of Street Fruit Barrow Stands and the licensing of the footways in conjunction with outdoor eateries.
The Committee was abolished on 7 April 1987 and replaced by CA 33, Works Committee II, 1987-1988.
