The Resolution of Council 21 December 1992 adopted the plan proposed by management consultants Ernst & Young for reorganisation of the structure of the Council administration. Substantial reorganisation of the former Treasury Department II was also undertaken in l992 following the departure of the last City Treasurer, Mr Brian Nevin, and his replacement by a Finance Manager (Ms Cheryl Pettman).
The Finance department is responsible for all aspects of financial management and accounting within the Council, either directly or by exercising general supervision of those aspects which have been devolved to other business units. In 1996-97, introduction of the TCS corporate computer system allowed devolution of most routine purchasing and payment processing, for goods and services, to be devolved to budget or responsibility centre level.
The Finance department is also responsible for management of the Council's investments, borrowings, tax liabilities, and for management of the collection of rates (local property taxes).CreationResolution of Council 21 December 1992
