Living City Services
Unique IDAG-0177DescriptionService Delivery (Living City Services since 1997) was created as a Division of the Council administration in mid 1996, and formally commenced when the appointment of Tony McGee as Director was announced on 28 August 1996.
The creation of Living City Services was part of a major administrative change within the Council. In addition, CA 176 Client Services was created, the former Divisions CA 112 Cultural and Community Services and CA 137 Urban Services were abolished, and CA 135 Planning and Building was renamed City Development. The titles of the Divisional heads were changed from Assistant General Manager to Director (except for the head of Corporate Resources which continued to be headed by the Deputy General Manager).
There were also major personnel changes. During 1995-1996 all five Divisional heads, and the General Manager, departed and were replaced, in some cases more than once. As well, the Council began a program of reorganising and realigning administrative structures and responsibilities, and reducing staff numbers. The objectives were to create budget surpluses that could be used to fund improvements to the City for the Olympic Games in 2000, and to improve the delivery of Council services, including through competitive tendering and outsourcing.
A major feature of the reorganisation was the creation of separate Divisions to deliver services and to specify and monitor services on behalf of clients (a funder/provider split, in effect). The responsibility of Living City Services is to provide Council's services to external clients (the community), except for some specialised planning and building regulatory services and some others (such as archival services and purchasing) which are regarded as primarily corporate services.
The name Service Delivery was changed to Living City Services during the second half of 1997, to symbolise the arms length nature of the relationship between this division, as supplier of contracted services, and the remainder of the Council.
In about April 2001 LCS lost its separate financial management responsibilities, and also the Employee Services unit, which were integrated back into the Council's administrative mainstream. Living City Building Services were also moved back to City Development.
In December 2003 responsibility for management of Library and Community services was moved to the new agency CA 210, Library & Community Services.
