Corporate Services
Unique IDAG-0111DescriptionThis agency is deemed to have been created on 1 January 1993, following the Council decision of 21 December 1992 to adopt the new management structure proposed by consultants Ernst & Young.
This structure divided the Council administration into Divisions headed by Assistant General Managers, under the General Manager, Katie Lahey, who commenced with Council on 14 December 1992. The first Assistant General Manager of CA 111, Corporate Services, was Kerry Nash. It was responsible for environmental management, fleet management, purchasing, printing, and risk management.
From 1 July 1993 [deemed date] (GM Memorandum 9 June 1993) the division was renamed Corporate and Business Services when it absorbed CA 110, Business Undertakings. By the end of 1995 the name had changed to Corporate Services. The name Corporate Resources was used (GM Memorandum 29 Nov 1994) until 2001, when it reverted to Corporate Services.
From March 1995 the division contained the following business units: Finance; Personnel; Corporate Services; Information Services; and Business Services. By 1997 the division contained the following business units: Human Resources; Finance; Information Technology; Property and Assets; and Services Planning and Policy.
In October 1999 a new Information Management unit was established within the division, responsible for information technology, document management and office services. In addition, Corporate Human Resources transferred to directly reporting to the Deputy General Manager, leading to the creation of a separate unit, Employee Services, by 2001.
In 2001, Corporate Services comprised the following units: Finance; Property Management; and Information Management. By the end of 2005 and following an organisational review, the division comprised the following units: Finance; Information Management; Asset Management and Strategy; Risk Management; Customs House; Parking Services; and Properties. A separate Property division was established in 2008.
The agency was abolished as of 17 January 2011 when the reporting lines of the component corporate business units were changed: Asset Strategies and Systems transferred to the Chief Operating Officer's Office; Customer Service transferred to City Engagement; Customs House transferred to Property; Finance transferred to directly reporting to the CEO; Information Management transferred to collocate with Workforce Services (with a change in that divisions name to Workforce and Information Services); Parking Services transferred to City Operations; Risk Management transferred to Legal and Governance; and Internal Audit transferred to Legal and Governance.
