Councillor Turnbull was elected to the Council in September 1999 in the #2 spot on Frank Sartor's "Living City Independents" ticket, and was apppointed Deputy Lord Mayor. When Sartor resigned as Lord Mayor in April 2003, following his election to the NSW Parliament, Turnbull filled the vacancy. Her term ended when the Council was dismissed by the NSW State Government on Friday 6 February 2004, but she was one of the three Administrators appointed to hold office until the new elections on 27 march 2004.
