They were created by:
- Secretariat (AG-0015) in the period 22/09/1975 to 31/12/1978
- Administration Department (AG-0003) in the period 01/07/1970 to 22/09/1975
- Town Clerks Department (AG-0040) in the period 10/07/1888 to 29/06/1970
- Corporate Services (AG-0111) in the period 1/1/1997+

On 22 March 1888 the Finance Committee adopted a report recommending that ‘the proceedings of the Council and Committees be printed and circulated among the Aldermen, and bound up half yearly as permanent records of the work of the Council’. (AS-0022, 22/36/004). This was approved at a Council meeting on 10 July 1888. The bound proceedings date from the first meeting of the Finance Committee on 5 January 1888.

The early volumes include the Minutes of the Finance, Sewerage and Lighting Committees, Annual reports of the Town Clerk and various other officers of Council (for as long as these were produced), Lord Mayors' Minutes, and lists of the aldermen, councillors and committees.

Each volume is indexed from 1898 onward. For the years 1888-1897 the Archives has compiled an extended table of contents as a separate volume. The very extensive Town Clerk's Reports of TH Nesbitt (1901-1924) are separately paginated and separately indexed in the volumes for those years.

The proceedings contain references to related file numbers in:

- General Correspondence and Subject Files, 1988-c1997 (AS-0326), and

Until 1978, the annual volumes of proceedings were compiled and indexed by the Town Clerk's Department, then the Administration Department and then the Secretariat. After this year, the binding and indexing lapsed until the City of Sydney Archives took over responsibility in 1997.

Because of the requirement to compile each annual index, the completion of a volume of proceedings for a given year will always be a year or two after the year to which it refers. As at December 2006, the binding and indexing is complete up to 2002.

A few unbound sets of proceedings for each meeting are accessioned into Printed Duplicates of Minutes of Council (AS-0230). When the indexing is finished some sets of proceedings are removed from AS-0230 for binding into AS-0029.

Duplicate bound sets are distributed as they are produced to the State Library of NSW and the Fisher Library, University of Sydney.
