Unique IDAG-0015DescriptionThis agency was created following a recommendation of the Dalgliesh consultancy report (CRS 34: TC 2337/75, CRS 116: 19/18/0004) adopted by the Council on 22 September 1975. The revisions to management structure carried out pursuant to this report included establishment of a Secretariat, reporting to the Deputy Town Clerk.
The responsibilities allocated to the agency were to provide secretarial services to Council and its Committees, and to act as a channel of communication between the Council and Council administration.
The Secretariat is headed by a Chief Clerk, supported by a number of Committee Clerks and support staff. The Secretariat prepares agenda papers by collating business items sent from within the administration, records the meetings of Council and Committees and prepares the Minutes, and channels decisions of Council and Committees to the administration for action as required.
Between 1976 and 1983 the responsibility for the Records and Archives Sections was placed with the Secretariat, as was responsibility for Council's telephone system.
From 1989 the Secretariat was placed in the Finance & Administration Division headed by the Deputy Town Clerk as divisional manager. This was one of four large divisions, each containing a number of agencies, established to coordinate Council functions. These divisions, which persisted until the end of 1992, are not recognised by the Archives CRS documentation system and should not be confused with the five entirely new divisions which replaced them from 1993 and which are registered as agencies.
From 1993 the Secretariat was transferred to the newly created office of the Corporate Secretary.
On 30 June 1997, the name of the office of the Corporate Secretary was changed to Legal and Secretariat Services when the new Director of Legal and Secretariat, Ms Sue Puckeridge, was appointed.
