This enabled staff to locate important file numbers more quickly than using Indexes to Town Clerk's Department Correspondence Files (AS-0006), as it is a cumulative index, not a separate annual index.

The index was created by:
- Town Clerks Department (AG-0040) in the period 01/01/1949 to 29/06/1970, and
- Administration Department (AG-0003) in the period 29/06/1970 to 31/12/1980.

The index is arranged alphabetically by subject, with some subjects, such as the Town Hall, Workers' Compensation, and City Solicitor, having their own pages. The index was added to each time staff discovered or researched a new subject matter, so within the alphabetical divisions, the entries are not in chronological or alphabetical order. It is not clear when the indexes began to be compiled, although it could have been around 1949.

The indexes cover files from 1900 to 1980, although there are only a few entries after 1969. They mostly index files in Town Clerk's Department Correspondence Folders (AS-0028), and Town Clerk's Department Correspondence Files (AS-0034), although there are references to files in Resumption Claim Packets (AS-0063) (4 references); Workers' Compensation Files (AS-0146) (2 references); Deed Packets (AS-0050) (2 references); and a defunct series of application files (6 references).
