Street furniture includes public seats, bus shelters, bus seats, telephone booths, news stands, flower stalls, street kiosks, fruit stalls, poster bollards, litter bins, recycling bins, ash trays, bike racks, and automatic public toilets.

Replacement of the street furniture was part of an overall City improvements program in the lead up to the 2000 Sydney Olympic Games. In order to have the furniture manufactured and installed at no cost to Council, around 2,000 items capable of displaying advertising were required. Council only had potential for around 300 items so it entered into an arrangement with other Councils and government authorities, including Burwood Council, the City of Perth, the Darling Harbour Authority, Liverpool City Council, Parramatta City Council, Randwick City Council and Ryde Council. These bodies were partners in the tender that was called.

Four of the companies that tendered were short-listed, and examples of the various types of street furniture were displayed in Martin Place in November 1997. The four Companies were J C Decaux, Wall City Design/Australia, Claude Neon and Adshel.

On 1 December 1997, Council resolved to reject all the tenders as none fully complied with the specifications. It also resolved not to call fresh tenders, as it was felt unlikely that any superior tenders would be received. Instead it entered into negotiations with J C Decaux, whose designs had been the most popular with the public. An agreement with J C Decaux was signed that month.

Council created a street called "Furniture Street" in its planning database so that development applications for various items of street furniture located in City streets could be lodged without having to lodge a separate one for each location.
