Provision and management of public toilets

On 1 May 1857 Council passed the following resolution: "That the Improvement Committee be requested to take into their consideration and report to this Council on an early day the necessity for having places for public convenience erected in the most populous thoroughfares of the City". (CRS 23/2) On 6 November 1857, the City Engineer Edward Bell recommended 15 sites as being eligible for the erection of urinals, once the new supply of water to the City from Botany was in operation to ensure the urinals could be cleaned. The report was adopted on 16 November 1857. The Improvement Committee made regular recommendations regarding the placing of urinals on the City streets from this time.
The City Surveyor recommended to the Finance Committee meeting of the 15 August 1889 that lavatories etc for ladies be constructed in various sites of the City. The Committee approved of the principle, but decided “to leave the site in abeyance for the present”. [CRS 11/11/90].
On 17 October 1889 the Finance Committee moved “That the City Surveyor report upon the necessity and probable cost of establishing Urinals in the City by excavating in the street, and having them carried out on the same principle as in London and other parts of the world”. [CRS 11/11/117].
The earliest Council plan for public conveniences dates from 1892 (CRS 569: P0420) but plans in significant numbers do not commence until the decade 1900-1910.CreationResolution of Council 1 May 1857.
