Architects Woodward and Taranto won the competition for the fountain design and were engaged by the Council pursuant to resolution, dated 23rd May 1960, to prepare Working Drawings and Specification. Hearne Bros (Padstow) Pty Ltd accepted the tender for the erection of the fountain. Approval was given on 13 June 1961 for the fountain to be named, 'The El Alamein Memorial Fountain' in honour of the Battle of El Alamein. The Kings Cross Chamber of Commerce write to the Council regarding arrangements for the unveiling ceremony of the fountain in Fitzroy Gardens which they hoped would be set during the Waratah Spring Festival. It was decided by Council it would occur on the annual commemoration date of the Battle of El Alamein.

The groups involved in the ceremony include:
Ninth Division Australian Council, the Kings Cross Sub-Branch of the Returned Soldiers, Sailors and Airmen's Imperial League of Australia and the Kings Cross Chamber of Commerce, and Eastern Command Band.
