William Bates of Sussex Street near the Flour Company's Wharf complained of a broken and overflowing sewer. The City Surveyor, Sheilds, reported that the sewer ran from the Military Barracks to Darling Harbour, crossing Clarence, Kent and Sussex Streets and across private property between Margaret Place and Erskine Street. The drain had fallen in at two places. Because of the involvement of private property, the Committee referred the matter to the full Council.
