The Committee identified fees paid, fees due, fees lost by persons having left the Colony, fees refused to be paid, fees alleged paid but not having receipts, fees due by persons who cannot be found, fees received but not transferred to Council by Gilbert, and a fee paid by Thomas Mooney only partly transferred to Council. Gilbert had also neglected to assess certain premises so no rates had been collected for them. The Committee found neglect and gross inefficiency, unfitness for duty and certain matters were referred to the City Solicitor.
