The report was delayed by the non-completion of the assessment of city properties occasioned by the large number of appeals against valuations. The report excludes the Water and Sewerage Funds. The principal sources of revenue for the Council were the annual grant from the Colonial Government, the Market rents and dues, fees and fines receivable by Council and the rates on property. In addition a special amount was to be received from the government for the formation of streets. Council expenditure had been for City Works and salaries of officers and there were liabilities for payments due on debentures. Estimates were made for repairs to city streets, alterations to the Market Buildings, and excavations for the new Town Hall. Detailed remarks on salaries of officers.
