Appended: Letter from Jabez Brown, Church St, Randwick with Statutory Declarations made by Jabez Brown and by George Brown, his son, explaining the use of George Brown's name in the tender and the solvent state of Jabez Brown at the time; Previous report of the Finance Committee recommending the return of the deposit on condition that Jabez Brown establish his identity with the firm whose tender was accepted; Letter from Jabez Brown with details of original tender with alleged clerical error causing him to be unable to proceed with signing the contract and citing similar cases where deposit has been returned (Wilmot & Morgan, WJ Allen, contractor for Belmore Markets; Mr Foley, purchase old Markets); Memo from Richd W Richards, City Surveyor, denying similarities with other cases and recommending deposit be retained by Council; Copies of previous correspondence and memos.
