Mr Cowlishaw's letter concludes with the note that earlier he received a complimentary testimonial from the City regarding his work. [Notes: 16/2/57 ?? be presented to Mr Bell for any remarks he may have to offer. Mr Cowlishaw having ?.... and complained ? in presence of Mr Bell - The ?Commissioners and Engineer were of opinion that Mr Cowlishaw ?could ?.... ?permitted to receive a certificate that he had ?efficiently carried out the duties of his office and left voluntarily with the full ?approbation of the Commissioner:EB. (Comments along the margins:- There is not doubt he was more than usually ?f.... and sullen - he had no contraditory ?instructions whatever. JC's words-I suppose you mean to say it is because I have interfered with you -....so. These words are all false EB. JC's words- continually. ?only once before, ?....Mr Eliott EB JC's words- I suppose you mean to say...accounts are wrong. It is also untrue EB JC's words- You have been making your own statements...won't have it. This is abominally false EB JC's words- proper to give me. Not until he had made a charge to Mr Rae about me which was a perversion of the truth and which Mr Cowlishaw himself, qualified when reminded of his error EB I was engaged in a calculation with Mr ?Canning and never heard my message delivered to Mr Cowlishaw by the messenger - the assetion is ?mil.... JC's words- "mischief making fellow". This is not true and is an entire fabrication EB I had a complaint from Cowlishaw ?... two months ?saying that one of the assistants had called him so but I did not ?.... EB)] FOLLOWING: Memo dated 17/2/57 from Engineer's Department stating that he had not intended to make any further remarks than those in his letter of the 12th and refers to his red ink comments on Mr Cowlishaw's letter. He then argues his position in this matter and includes a sheet with the note Paper thrown on Mr Bell's table by Jas.
