Isaac Aaron, Officer of Health refers to his report dated 15th February 1858 urging a Lodging House Act. His attention was drawn to a lodging house, 116 Lower George Street run by a German, Bodie, for German Immigrants. The ground floor was a shop for slop clothing, and had 2 goats and 2 dogs behind the counter. The two upper rooms were about 15 feet square with small windows holding about 20 persons of both sexes and different ages with the body of a woman in one room. He was also informed that another 12 persons have been lying in a room of an adjoining house, which was otherwise untenanted. The premises were dirty, dilapidated and excessively disagreeable and he fears disease. No one could speak English, having been imported here by German firms in Sydney.
