Macnish is instructed by Hugh Murphy to apply to Council for payment of the balance due on Contract # 8 for the Sewerage Works. Although this payment is not due until the Works have been tested for four months, Murphy finds himself in the embarrassing position of not being able to pay his workmen because of this and of the large amount in dispute in the pending action at his suit against the Corporation. The workmen have obtained warrants at the Police Office against him and he is consequently in concealment to avoid apprehension. He is also being sued in the Supreme Court by his Creditors.
