A notation by Bell the city engineer that it will require about six lengths of 3 inch pipes, and recommends that Mr Frith be required "to put down a meter at the jetty and pay the Corporation for his water direct in like manner to the Manly Beach Boats". It was decided that the pipe be laid and water suppied by meter.
