(Note: 6/3/78 Clerk of Markets to report: CHW. I took Mr Blanchards stall from him for breaking the Market By-Laws, and for treating Turncock 'Dodds' with derision when told to desist from smoking. In the course of one hour he had to be spoken to, three times for the same infraction. Smoking in the markets is strictly prohibited, and notice to that effect is posted up in conspicuous places. Mr Blanchard has since been offered another stall, but for reasons best known to himself, he has not availed himself of it. I have four men to keep order in the Markets, and the smoking element gives the most trouble. Stallholders are not interfered with in any way, but every assistance is given them, and so long as they comply with the Market "By-Laws" they can retain their stalls, as long as they think fit.
