(Note: Before reporting on the tenders submitted for these works, finding that Mr Moxon in his tender stipulated for 8 months instead of the time named in the Specification viz 6 months I sent for him and told him that to the extent named his tender was informal and that if he consented to reduce the time, his tender would be accepted recommended; he said he could not do so and would rather decline the contract. I did not give Mr Moxon reason to believe that I relieved him from his contract and of course I could not legally do so: JTJ; 20/10/80. 18/10/80 Request complied with.
