An ongoing dispute between the steamship companies and the Council [see 26/217/019] over the appointment of an officer to be partly funded by the Council to prevent the "loitering" of men and boys about the docks, hoping to be used as porters by the passengers alighting at the wharves. The dispute involves social justice arguments advanced by R Seymour, Inspector of Nuisances.
