The City Treasurer believes that the cost of stamping the debentures at issue would be cheaper than risking a delay in the issuing of them. He states that " I would earnestly suggest that the coupons be stamped under protest and that they be included with the Debenture Stamps in the appeal made by the City Solicitor to the government authorities."
