Regarding the nuisance of heavy black smoke from the chimney shafts of the factories, is the Council taking steps to utilise any of the new inventions for consuming the smoke and noxious gases of the City. There is a report by Richard Seymour, Inspector of Nuisances that notices are served to proprietors of factories where smoke is a nuisance, requiring them to use smoke consuming apparatus.
