A recent Supreme Court decision was the owner should pay so he is now seeking a refund of £700/5/6d. Forwarded to the Town Clerk as a matter of law. Attached copy of letter to Town Clerk in regard to the matter. Opinion from City Solicitor that money not recoverable as paid under a mistake in law and that the Supreme Court case Mr Backhouse referred to has no bearing on the matter.
