On behalf of clients, Mssrs Wm Brooks & Sons, make special application to construct a light wrought iron open step ladder on exterior of premises on cnr Hosking Lane & Castlereagh St. from top floor to 1st floor, projecting 2ft from face of wall, with a hinged ladder to reach the ground, to meet the instructions of the "Factories Act". Notes: RHB: for fire escape for buildings over 3 storeys. Only one staircase to top (6 storeys) lane is public way, with 4 ft footway, side lane is not used for vehicles ... Works Comm: refer to CIty Sol. Percy Dawson: advise permission not be granted under discretion to modify rules in City of Sydney Improvement Act, could have been included in design of building ...
