Unique IDAG-0142DescriptionThe CA 142, Corporate, Finance, Properties and Tenders Committee, 1993+ deals with all matters relating to: a) finance; b) consideration of budgets and quarterly budget performance; c) Information technology policy; d) asset management; e) Internal and external audit; f) fees and charges; g) rating matters; h) Council vehicles and fleet management; i) Industrial relations; j) organisational policy issues eg. industrial agreements; k) Council property management, including management, maintenance, leasing, licensing and sale of Council property (including footways and the use, leasing and purchase of non-Council property); l) tenders; m) grants and sponsorships.
This Committee began on 28 June 1993 as the CA142, Finance Committee IV, 1993 + when Council undertook a review of its Standing Committees. At this time four Standing Committees and one Special Committee were created, namely: CA 142, Finance Committee IV, 1993 +; CA 140, Cultural and City Services Committee, 1993-1999; CA 143, Planning Committee III, 1993-1999; CA 144, Projects and Public Spaces Committee, 1993-1999; and CA 141, Properties Committee II, 1993-1995 (a special committee of the whole). At this time the responsibilities of CA 142, Finance Committee IV, 1993+ relating to organisation, management and administration, asset management, and information systems were inherited from CA 45, Corporate and Community Services Committee, 1989-1993.
On 18 September 1995, Council decided to expand the CA 142, Finance Committee IV, 1993 + by amalgamating the functions of CA 141 Properties Committee II, 1993-1995 and make a standing committee as a committee of the whole of Council. The CA142, Finance Committee, 1993 + was renamed CA 142, Finance, Properties and Tenders Committee, 1995+. On 29 September 2008, Council renamed this Committee as the CA 142, Corporate, Properties and Tenders Committee, 1993+ recognising the Committee's need to consider general corporate issues.
Under the approved structure, the functions, membership, chairmanship and operations of various standing committees are reviewed and determined each September. Two members of the Committee constitute a quorum for its meetings.
