The Valuation Lists were held by:
Deputy Town Clerks Department [South Sydney Municipal Council] (AG-0020) in the period 01/08/1968 to 31/12/1968, and City Treasury Department I (AG-0012) in the period 01/01/1949 to 31/12/1968.
The single page valuations are bound in small four post binders in assessment or valuation number order. The order of numbering for the properties is determined by the alphabetical sequence of streets (numbers within streets). This meant that new valuation lists with new numbering had to be produced when municipal boundaries were changed. In 1948, the dissolution of a number of the small inner-city councils and amalgamation into a greater City of Sydney Council meant a complete revision of the valuation lists was necessary, but it took until 1963 for the task to be completed.
The binders are arranged numerically by assessment number and in chronological sequences within wards. The numerical sequences follow the ward boundaries, and the new wards incorporated into the city seem to reproduce the former inner councils' boundaries, which is reflected in their names - Alexandria, Newtown, Glebe, Redfern, etc. Thus, there are several properties with valuation number ‘1’, distinguished by the address and ward. Valuations were not completed every year but at three to four year intervals.
The volumes have been arranged in sub-series by ward and by year and given three element numbers incorporating AS-0031, a number designating the ward and a running number for the volumes for each ward. In 1968, the greater Council of the City of Sydney was split, and the southern area designated the Northcott Municipal Council (later renamed the South Sydney Municipal Council).
The sequence of valuation lists for the former Northcott ward prepared in 1963 (31 in all) were forwarded to the new council which included most of that ward in its boundaries. Other volumes were passed to the Woollahra, Marrickville and Leichhardt Councils which acquired part of the former City of Sydney Council's area in the split up. The Northcott sequence returned to the custody of the City of Sydney Council when the South Sydney Municipal Council was reamalgamated with the City in 1982.
The Valuation Lists are used by the Rates Section to prepare the rate notices (rates levied are determined from the valuations), so it is important that they are kept up to date. Change of address of the rate payer (for forwarding of rate notices) and transfer of property notifications are therefore recorded by hand in the Valuation Lists (from the forms submitted as part of the conveyancing process). The dates of the annotations cover the intervals between issue of new valuation lists. Thus the contents of the series extends the last issue (1963) in this format.
The information on the sheet for each property includes the name and address of the property owner, the title details, the county, parish and locality (often not completed), the street, side and number of the property, date of valuation, size of the property, unimproved, improved and assessed annual values. The sheet is headed ‘Department of the Valuer General, NSW - Valuation List’ and has the names of the valuation district (eg City of Sydney), ward and valuation number typed in.
The first volume of the Northcott 1963 valuation list is annotated with a reference to the NSW Gazette notice which notified the split of the City of Sydney Council in 1968.
It seems that the Valuer-General's Department computerised its operations after 1963, the last year the Valuation Lists were issued in the single (individually typed) sheet format. The new Valuation Lists, issued in 1968, were on continuing sheet format (several entries per page), evidently produced on a computer printer. Subsequently, the Council of the City of Sydney computerised its own Rates Section's operations and from 1974 produced its own Valuation Books, based on the valuations received from Valuer General's Department.
