Deputy Town Clerk's Department [South Sydney Municipal Council]
Unique IDAG-0020DescriptionThe responsibilities of what became the Deputy Town Clerk's Department were established by delegation of authority from the newly constituted Council of the Municipality of Northcott at its first meeting on 1 August 1968. There does not seem to have been any formal establishment of the Deputy Town Clerk's Department, but the position appears to have been responsible for general administrative functions from the earliest days of Northcott Municipal Council.
The responsibilities outlined in the delegation of authority at the first meeting included: personnel, finance, property, and certain specific tasks such as issue of licenses, permits to burn, approval of recoverable works, acquisition of small splays and minor works, installation of telephones and insurance matters.
By 1972, the Department was subdivided into two branches, Administration under the control of the Chief Clerk, and Accounts under the direct control of the Accountant.
Administration Branch
The Administration Branch was concerned with the administration of the Deputy Town Clerk's Department and was, in 1972, divided into five sections: Records and Files Section; Rolls Section; Properties Section; Social Welfare Section; Relief Section.
Before 1975, Workers' Compensation payments were conducted by the Properties Section. This function was later transferred to Wages and Salaries. In 1975, the title of the Records and Files Section was changed to Records Management Section. In 1975, the title of the Rolls Section was changed to Committee Papers, Electoral Rolls and Sundries Section and, later in 1975, combined with the Properties Section. The Electoral Roll was, from 1976, processed by the Bankstown Municipal Computer Bureau. The Relief Section was responsible for temporary staff replacement in the Administration Branch.
Accounts Branch
The Accounts Branch was concerned with income received by the Municipality, accounts payable and cost accounting and was, in 1972, divided into five sections: Accounts Section; Wages and Salaries Section; Cashier's Section; Costing Section; Rates Section.
In 1975, the title of the Cashier's Section was changed to the Pay Office and, in 1979, a subsection for temporary staff replacement in the Accounts Section was created.
From 1980, the payroll was processed by the Bankstown Municipal Council Computer Bureau.
Library
The Deputy Town Clerk's Department was also responsible for the Municipal Library. The Library was headed by a Librarian who was also responsible for maintaining the Council Library located at Waterloo Town Hall and a mobile library called a Book Mobile.
The officers appointed Deputy Town Clerk were:
W P Hackett, August 1968 - April 1974
D G White, 24 April 1974 - 1980
J W Bourke, May 1980 - December 1981.
John Bourke, following the amalgamation of South Sydney with the City Council in 1982, was initially appointed to the City Planning Department to assist with administration, then moved to the Administration Department as Executive Assistant, becoming Director of Administration in September 1984.
