The Minutes recorded decisions made by the Committee concerning the management (including construction, maintenance, repair and cleansing) of streets, surface drains, footpaths, gutters, bridges, steps and stairs, parks and structures within parks (there was discussion of a plan for Redfern Park in 1888). This mostly included minor works to streets such as forming and ballasting, kerbing and guttering, flushing and sweeping, erection of signs and road metalling,

Present at the first meeting was the Mayor Edwin Berry and Aldermen Clarke, Lee, Skinner, Crowe, Lander, O'Connell and Smith. Meetings were held twice each month. On a few occasions the meetings were resolved into Minutes of the Lighting Committee.

The minute book was handwritten and organised chronologically by date of meeting. The volume was not indexed.

A letter from Darlington Council regarding the sharing of the cost of metalling Boundary Street dated 7 September 1889 was pasted into the volume.
