In 1987, following a feasibility study prepared by Lawrence Nield Architects, Council decided to call for tenders to develop and restore the Capitol Theatre, bounded by Campbell, Parker and Hay Streets.

CRS 680, Capitol Theatre Development Proposals, contains the various proposals submitted to Council, including a proposal from Ipoh Garden Developments (Aust) Pty Ltd, who Council eventually signed a contract with in March 1992. (Ipoh were the Company that restored the Queen Victoria Building).

This series contains copies of many of the consultants' reports commissioned by Council to help it evaluate the proposals received. It also contains copies of correspondence and internal Council memorandums about the Project, annotated by Ms Devine.

Items 1 to 48 and 69 were received as loose papers and reports. They were sorted into chronological order, numbered, and placed in manilla folders. Items 49 to 68, and 70 to 92 were received as loose papers placed into ring binders, which were labelled and mostly numbered by Ms Devine. These were allocated item numbers by Archives, but their original names and numbers have been included in the accession list for the series.

Items 93 to 108 are operation and construction manuals prepared by Fletcher Constructions for the Capitol Theatre.
