The Committee was formed in 1956 to promote and organise spring festivals and Australia Day celebrations. The major activity of the Committee until 1973 was the annual Waratah Spring Festival. The Committee is Chaired by the Lord Mayor of Sydney, with the Premier of NSW as President. The Town Clerk, City Treasurer, and Lord Mayor's Secretary had honorary positions as Secretary, Treasurer, and Assistant Secretary.

The minutes in this series were kept by the Lord Mayor's Secretaries, in their capacity as Assistant Honorary Secretaries of the Sydney Committee.
