The Committee was formed in 1956 to promote and organise spring festivals and Australia Day celebrations. The major activity of the Committee until 1973 was the annual Waratah Spring Festival. The Committee is Chaired by the Lord Mayor of Sydney, with the Premier of NSW as President. The Town Clerk, City Treasurer, and Lord Mayor's Secretary had honorary positions as Secretary, Treasurer, and Assistant Secretary.

The last annual report in this series was the 1974 Annual Report which detailed the 1973 Waratah Festival, the final festival held. The Festival was not held in 1974 due to withdrawal of commercial financial support and decreased attendance by the public.

The reports in this series were kept by the Lord Mayor's Secretaries, in their capacity as Assistant Honorary Secretaries of the Sydney Committee.
