Round and round walked Robert Burns, ploughing a watchful furrow about Sydney Town Hall…..He thought of …whoever the English monarch was who signed an Act under which, once a year, the strip of land surrounding Sydney's civic centre must be barricaded and plastered with "trespass" notices. This is to keep the public from alienating the ground from municipal council control. Without the barricades, without the notices, and without Robert Burns, Martin Makowski, and Vincent Whitehorn...the ground could have been declared a public right-of-way, and would no longer have been the property of the City Council.
