The blight of bureaucracy is over everything in New South Wales, but particularly is it so in Sydney. Quite recently the Lord Mayor, Ald. Nock, and his Town Clerk, Mr R Hendy, took it upon themselves to summon a conference designed to curb the operations of some 200 news vendors who ply their trade in the streets of the City in accordance with unwritten rules laid down nearly a century ago.
