Sydney County Council, recently formed by the Government of NSW to control the great electricity undertaking built up by the Sydney City Council, tried to evade the provisions of the Returned Sailors and Soldiers' Preference Act when advertising for the service of a legal adviser. The advertisement was so worded as to make it apparent that the relationship between the County Council and the solicitor was to be in the nature of client and solicitor, and not employer and employee.
