Davies wharf adjoined the Market Wharf and the fence ran far down into the water allegedly obstructing access of boats to the north side of his wharf. Committee reported the fence was on public ground and the wharfinger, Mr Wright, stated the fence had been erected so as to improve access of boats to the Market Wharf in preference to using Davies' wharf and so to protect revenue.
