Committee recommended levels which, while not producing the best level or line of roads as recommended by the Improvements Committee, would avoid great sacrifice of private property for which Council lacked the power to recompense owners and would generally satisfy the inhabitants in the vicinity. The Committee made some changes to the line for Elizabeth Street South, particularly between the fence of Mr Flood's property and the boundary stone. Minor changes were recommended for George Street South, particularly in the rise to the Daniel O'Connell Inn and other changes between the old Toll bar and Mr Hancock's property and from there to Harris Bridge and Harris Street.
