On 15th October Mr. Bell, passing along Palmer Street saw Rawlings laying the foundations of his building and informed him he was not laying to the proper levels. Rawlings stated he would build to his own level. On the 16th Rawlings, accompanied by Mr. Laughley called to see the plans of Palmer Street at this office, they left after seeing it, without comment. On 19th Rawlings was served with a Notice. Having not complied by 29th, the writer levelled the street shewing the intended level and made a conspicuous mark.
