The application by Joseph Palmer to the Supreme Court for a Writ of Mandamus on Thursday last was dismissed on a technicality. Their Honours the CJ & Fawcett J noted the present illegal processes regarding issue and refusal of drivers licences. Past practice for some years that Mayor + 2 alderman to issue licences is a vitiation of the By Laws which require a meeting every Tuesday of Mayor and aldermen. Suggest delegate powers to Mayor + 2 aldermen, and at a Tuesday meeting, ratify all licences issued in the last year. Wait for passing of current Bill re Licensed Vehicles and amend the By Law to meet the objections above. A general amendment can be prepared in a few hours if Council desire to do so.
