Lloyd explaining that the reason for non-payment of his water rates for houses in Domain Terrace is the increase from £22.10.0 to £41 on the grounds that there are water closets in the houses. He says that in fact, whilst there are water closets in each house, there is only one water pump for all the houses and the tenants carry the water in buckets to the houses and use their bedroom waste water for the water closets. He requests that the amount remain the same as last year.
