In one case the City Improvement Board and the City Building Surveyor have to act together on decisions about what to do, whereas in the other the City Surveyor has the right to act without consultation. The City Solicitor opines that the Corporation Act gives the City Surveyor the right to act independently of the City Improvement Board or the City Building Inspector. The City Surveyor states that he intends to act this way in the future and finishes "please instruct".
